       The essence of the firm culture is defined by the firm values. They disclose the thing in which the firms believe and because of which they exist. The application of the firm culture in the management of the human resources in Bulgarian enterprises becomes necessary because:

q     The available material base will be better utilized when it is used by motivated people whose personal interests are in unison with those of the firm;

q     The values and aims typical for the planned economics are unsuitable for the market economy;

q     The new owners defend their interests.

In this paper the results are presented from the whole investigation carried out for the first time in Bulgaria on the firm culture in the chemical enterprises. Special attention was paid to the firm values. The conclusions from the obtained information in respect to the relationship between the firm values and the salary are as follows:

1. The relation between the value criteria and the reward received is not direct. Still the quality results are not important when the labor results are estimated. How the qualitative work orientated towards the market and the clients could be stimulated when only just for 60-67 % of workers this is a parameter for estimation of their contribution to the firm. During the salary formation pure technical parameters are playing more important role: length of service and working time observation, instead of its utilization.

2. The important role of the profit over the labor valuation (for 81 % of the managers and 78 % of the executors) is hardly important for their production activity as this is not of valuable priority for them. It will be more suitable to use the index “client’s claim” as they perceive it as the most important for the firm.

       The common impression of the results thus obtained is the slight interest towards the firm culture in these enterprises. The relation to the human factor is more mechanical than scientific. The psychological factors are seriously ignored and no ways for stimulating are looking for.

       Some recommendations to avoid this situation are given.

The size of enterprises in Shoe Industry has always essentially influenced the efficiency of production and its optimal magnitude has changed in time in dependence of its structural, technical and economical conditions. During the last years the problem has been subject of special attention in many scientific research developments and regulations with the aim of creating a corresponding economical policy towards the separate economical participants. In the present research are analysed the criteria and the indicatives for classification of enterprises in the countries of European Union and Bulgaria. The stand-point has been expressed that the indicator number of employees, under the conditions of a continuous introduction of new technics and progressive technologies in shoe Industries is not enough representative about the adequate size of the enterprise, that is why is to be used with some distancy. The same, but in a less degree is valid about the indicator value or the long-lasting material assets. In our opinion as chief indicator the volume of processed production /am besten anually/ is to be used which synthesises entirely the influence of all-productional and market factors. Our investigations upon a representative part of the enterprises in the branch show that do exist a local maximum of labour productivity in goods as well in cost for the small-sized enterprises in comparison to the micro- and middle-sized ones and all these by exeptionally low capital consumption in production. This may serve as a point of view that under the present conditions the small enterprises definitely has greater technical ane economical advantages and their development has to be stimulated.
